Position Summary

This key post will require an individual with a broad range of technical and managerial skills. The post holder will be flexible and will play a major role in the successful commissioning of Sharjah Teaching hospital.

Summary of Main

Duties and Responsibilities

· Actively participates in upholding and promoting the vision and culture of Sharjah Teaching Hospital (STH)

· Complies with all STH policies and procedures and fire regulations

· Participates in all aspects of the International Accreditation program to assist STH attain and maintain international accreditation standards

· Participates in commissioning assigned areas and associated Clinical areas

· Will retain all necessary registration/license requirements and attend mandatory education programs

· Will play a leading role as part of the senior commissioning team at Sharjah Teaching Hospital

· Will be responsible for the successful commissioning of all technical services at the hospital including (but not limited to) Engineering Services, Building and Civil works, Pressure Vessels, Mechanical Services, Medical Gases, Communication Networks, Finishes and any and all technical and primary service related aspects of the commissioning requirements

· Will be required to take a ‘hands on’ style of operation and will be expected to personally ensure all services are completed to acceptable standards. This will entail personally inspecting services, ducts, ceiling voids and any other areas where access may be difficult to fully inspect any vital service routes

· Ensure safety, building and engineering standards are met by the Construction Contractor and Sub Contractors and reporting any perceived issues

· Provide professional and technical advice to the commissioning team, Construction Contractor, Sub Contractor(s) and the Client on all aspects of the building and engineering services

· Will ensure that all manuals, guidance, good practice and international standards are met by the Main Contractor

· Provide regular, written reports, in a format to be agreed, to the Chief Executive Officer detailing the progress of the works, contractual issues, timescales, non compliance with regulations, standards of workmanship, health & safety matters and any other matters related to the technical; aspects of the project

· Advise on the Building Management System implementation including fitness for purpose and draw up an implementation plan

· Advise on staffing requirements for the on-going maintenance arrangements of the hospital including numbers of staff required, skills mix, qualification and experience requirements for each post, manning levels and roistering arrangements to provide a responsive, high level of service on a 24 hr, 7 day a week cover basis

· If maintenance (or elements of it including specialist maintenance requirements) are contracted out to a third party or specialist organization, will provide the technical and professional input required for the tender/contract documentation

· The post holder will be responsible for ensuring that suitable monitoring and performance management systems are put in place and effectively operated to manage any third party contractor

· Will work closely with and provide advice to Heads of Department, senior clinicians and others including Biomedical Engineering staff to ensure the effective installation of equipment

· Will ensure that all emergency and backup systems for all services are available as and when required at all times

· Will ensure that back up/emergency systems are in place for business continuity should there be a failure of any service

· Will pay particular attention, in liaison with the UAE Civil Defence Services, for fire precautions, training and emergency response

· Will ensure that effective management systems and processes are in place when evaluating any external contractors or suppliers in liaison with the Chief Executive Officer and other senior hospital staff, as appropriate.

· Ensure that appropriate training for both maintenance and other hospital staff is provided as and when required

· Will develop effective performance and communications processes with the Contractor and Consultants

· Will attend (and be prepared to act as Chair) meetings with Contractors, Site Meetings, Project Progress Meetings etc.

· Will carry out any reasonable duties as requested by the Chief Executive Officer

· Attends assigned committee and meetings representing the Chief Executive Officer as a member/chairperson

· Recognizes, accepts and supports individuals from all different cultural backgrounds

· Works any shift as per the duty roster of the Management Team when designated

Position Requirements/Qualifications

Required

Bachelors Degree in an Engineering discipline

HNC/HND or equivalent

A fully qualified/chartered Engineer with current updates in a variety of technical fields

Member of a recognized professional body

Desirable

Management qualification

Experience in Hospital Engineering Services

Other Skills/Abilities

- Ten years as a senior Hospital Engineer in an acute/tertiary hospital setting

- Commissioning experience of an acute hospital facility

- Middle East experience

- Must be fluent in written and spoken English

- Spoken Arabic skills desirable
